Duration: 30 months - November 2023 to May 2026

The project aligns with the 2023-2026 Public Administration Reform Strategy and aims to ensure active civil society engagement in monitoring public administration, decentralization, and public accountability reforms at the local level.

To achieve this goal, various interconnected activities will be implemented across all three target regions, including:

  • Assessment of Civil Society Engagement: Evaluating the involvement of non-state actors in public discussions and deliberations with local authorities on fiscal issues and the management of municipal welfare programs.
  • Training Series: Delivering training sessions on monitoring and public participation tools.
  • Roundtable Discussions: Organizing roundtables to encourage active involvement of civil society organizations in political dialogue at local, regional, and national levels, sharing experiences, and discussing best practices.
  • Development of Civil Budgets: Assisting municipalities in creating participatory budgets.
  • Support for Local Authorities: Providing support to local governments to update municipal welfare programs and ensure public access to information about these programs.
  • Identification and Grant Support: Identifying and supporting local civil society organizations through grants to monitor municipal service delivery and public financial management.

Expected Outcomes

  1. Data Collection and Recommendations: Information on local public policies, procurement processes, and property management will be collected and analyzed in the three target regions. Best practices will be identified, and recommendations will be developed for process improvement.
  2. Capacity Building: Civil society organizations will enhance their knowledge and skills, and their approach to monitoring public administration and accountability reforms will shift positively.
  3. Increased Engagement: Civil society organizations will strengthen their ability to engage in public policy dialogue at local, regional, and national levels.
  4. Improved Local Governance: Local authorities will enhance their knowledge to provide improved welfare services. Additionally, access to information for the population about local welfare services will be significantly improved.
